Hopkins Seal 01 300MADISONVILLE, Ky. (3/6/13) – The Hopkins County Fiscal Court held their regular meeting on Tuesday morning at the Hopkins County Government Center on Main St. Among regular meeting agenda, Jailer Joe Blue requested court approval for funds to be used from the jail commissary account to build another classroom at the jail. This classroom would aid in the rehabilitation of inmates, providing employment skills and education during their incarcerations there. All of the court motioned for approval of the request, agreeing it would be of great benefit to the jail, the inmates, and the community as a whole.
 
Magistrate Christopher Toney announced that the Recreation, Building and Grounds Committee had met just prior to the Fiscal Court meeting and accepted bids for repair of the leaking roof in the old courthouse building. A final bid was accepted and the court approved. The Transportation Committee also met to open bids for the new H & R Agri-Power tractor.
 
Following the Fiscal Court regular meeting, a preliminary budget meeting was held, going over the 2012 and 2013 Fiscal Year budget and planning. Though it is a bit early for actual funding allocations and formal planning, many spending and planning ideas were tossed around the room, with satisfaction for the most part on how the county is managing the budget. There was some debate about the amount of community improvement spending that should be allotted for the coming year. Magistrate Christopher Toney suggested that, due to the Coal Severance fund decrease, along with consideration that there are areas of higher priority and/or “importance,” the county or city should completely cut out all the allocated funds in the budget for “community improvement” and allocate that money toward other necessities. He suggested that community improvement be funded by donations from the community and fundraisers for specific improvements and projects.
 
Magistrate Larry Wilson said it was a possibility that the funds allocated could be decreased, but disagreed with a total withdrawal, stating, “Many of the community improvement organizations still need to be supported.” There were no determinations made in any area as it is still early in the year.
