Traffic Changes Planned as Construction Work at Ky. 54 Continues

trafficalert blue 300OWENSBORO, Ky. (3/15/13) – The Kentucky Transportation Cabinet plans to change traffic signal phasing at the intersection of KY 54/East Parrish Avenue with Byers Avenue and Ragu Drive in Owensboro on Tuesday, March 19.

Starting Tuesday, traffic on KY 54/East Parrish Avenue making a left turn into Byers Avenue or Ragu Drive will have a protected turn phase with a solid green arrow. The signal will then display a solid yellow arrow to indicate it is changing to red. Following a brief red, motorists attempting to make a left turn will then see a flashing yellow phase which allows them to turn after yielding to oncoming traffic.

Motorists should be prepared for traffic flow changes that may be created by this new signal phasing at the intersection. This traffic signal is at KY 54 mile point 2.379.

In addition to improving the efficiency of traffic flow, the traffic signal reconstruction and new permitted/permissive turn phasing is to prepare for construction of a new eastbound right-turn lane into Byers Avenue at this intersection. After the turn lane and sidewalks are installed, signal technicians will be back at the intersection to install pedestrian crossing heads.

This is the first traffic signal in the Owensboro area with the protected/permissive phasing. The Pennyrile Parkway Interchange with KY 70 at Madisonville is the only other use of permitted/permissive turns in KYTC District 2. As traffic signals are routinely updated across the region the flashing yellow arrow permissive turns are likely to be added to all signals with a turn phase.
