State Lawmakers Address Daviess County Fiscal Court

daviess co fiscal 300OWENSBORO, Ky. (5/20/13) – After hearing from local state legislators, commissioners made quick work of a relatively light agenda at the Daviess County Fiscal Court meeting Thursday evening, May 16,

The meeting consisted mainly of updates from Kentucky State Senator Joe Bowen and Kentucky State Representative Tommy Thompson regarding the Kentucky State Legislatures’ recent session, in which over 700 bills were filed. At the close of the session, however, thirty bills were enacted into law.

“You can take great comfort in the fact that we work very hard in Frankfort, and in a bi-partisan manner,” said Senator Bowen.

Senator Thompson echoed the sentiment, stating, “There is a lot of gridlock in Washington. Things aren’t getting done. You can be sure that is not the case in Frankfort.”

Senator Bowen gave account to the fiscal court regarding several of the laws which were enacted, which include Senate Bill 1, a bill which simplifies the voting process for Kentucky soldiers serving overseas. Senator Bowen told the court Thursday that the legislature resolved the issue of sending ballots overseas electronically. However, receiving the returning ballots electronically was not resolved, and the authorized method for receiving said ballots still remains to use the postal service.

Senator Bowen also informed the court regarding the instatement of Senate Bill 97, which will require students to stay in school until the age of 18. Senator Bowen said that the bill is voluntary in districts across the state until 55 percent of districts adopt the policy, in which case the bill becomes law across the state. Senator Bowen pointed to a statistic, stating that it takes approximately 30 dollars per day to educate a student, whereas the state pays approximately 106 dollars per day to incarcerate a person.

Following the presentation from Senator Bowen and Representative Thompson, the court completed the business on the agenda. Bids will be advertised for the counties’ Solid waste Recycling Services, Solid Waste Tire Maintenance and Repair serviced, and the Judicial Center Driver’s License Department Remodel.

Two positions on the county staff were authorized to be filled. Haley root will serve as a temporary landfill attendant for the summer months, and John Clouse will serve as the Deputy Director of Emergency Management, effective May 20, 2013.

Two considerations for appointment were approved. Gene Bittel was appointed to the DC Drainage Advisory Commission and Suzanne Northern-Blazar was appointed to the Owensboro Health Board.

A first reading of Budget Ordinance KOC A.84(2013) was approved for Fiscal Year 2013/2014.
