UK Forms Workgroup on Student Health, Safety

LEXINGTON, Ky. (5/6/13)— University of Kentucky President Eli Capilouto announced a broad-based workgroup to examine and make recommendations on issues regarding student health and safety, including UK's alcohol policy.

"Colleges have a duty and responsibility to translate new knowledge into the creation and implementation of effective best practice policies to facilitate responsible alcohol use and reduce the harmful effects of alcohol misuse," Capilouto said in forming the 15-member workgroup. "Universities cannot alone resolve the alcohol problems among students. Comprehensive and coordinated interventions at the individual, campus and community level are the most effective strategies."
 
The workgroup, which will be developing a timeline for making recommendations, will be co-chaired by Robert Mock, UK's vice president for student affairs, and Eric Monday, the university's executive vice president for finance and administration.
 
Representatives from the city include Lexington Fayette County Councilwoman Diane Lawless and Derek Paulsen, commissioner of planning for Mayor Jim Gray. Neighborhood leader Lee Thomas, from South Hill, also is on the committee as well as representatives from Bluegrass Community and Technical College system. Capilouto is charging the workgroup to focus on four key areas, including:
• Assessing individual and environmental factors contributing to misuse of alcohol by students on and off campus;
• Assessing current campus policies designed to promote the responsible use of alcohol and prevent its abuse;
• Reviewing and evaluating new evidence and best practices to prevent alcohol abuse and reduce associated harm on and off campus; and
• Providing summary evaluations about alternative strategies designed to prevent alcohol abuse and mechanisms for assessing the effectiveness of those strategies.
 
Alcohol is currently prohibited in most places on the UK campus, a longstanding policy. In recent months, as UK has undertaken an extensive process of working with neighborhood groups to form a new master plan, Capilouto was asked by some neighborhood groups and representatives to re-examine the institution's alcohol policy. He pledged to do so, involving a broad-based group of campus and community constituencies impacted by the current policies.
