arrest threeOWENSBORO, Ky. (5/24/13) – The Owensboro Police Department has released the following Police activity information for May 20 to May 24.

On Wednesday, May 22, Latonya Smith of the 900 block of Holly Avenue, was detained by loss prevention at Kroger on Starlite Drive. Smith was allegedly concealing merchandise in her shirt and attempting to leave the store. Officers from Owensboro Police Department arrested Smith at approximately 2:30 p.m. She was charged with Theft by Unlawful Taking.

Officers with the OPD Street Crimes Unit said they conducted an undercover controlled buy of marijuana from Kevin Hester, of the 800 block of Poindexter Avenue. The buy allegedly occurred within 1000 feet of Foust Elementary School. Hester was charged with Trafficking a Controlled Substance within 1000 feet of a school. Hester was arrested on May 22 at approximately 7:30 p.m. He is currently housed at the Daviess County Detention Center.

On May 22, officers were called to the 2500 block of Cravens Avenue. Witnesses told OPD officers that Roger D. Brown allegedly made statements about killing everyone within the household. When officers first arrived on scene, they observed Brown swinging an aluminum bat at another man, who attempted to protect himself with a wooden chair. Authorities said the chair was broken in the scuffle. When officers advised Brown to drop the bat, he turned and proceeded to threaten and approach officers. Officers drew their firearms in self-defense, and said Brown then dropped his weapon. He was arrested and charged with First Degree Wanton Endangerment, Third Degree Terroristic Threatening, and Menacing.

On Thursday, May 23, officers were called to the 600 block of Chuck Gray Court in regards to a complaint that someone was manufacturing methamphetamine. Chad Harley gave officers permission to search the premises, where they allegedly found a meth cooker, generators, baggies containing methamphetamine, etc. Authorities stated Harley waived his Miranda rights before telling them that he has been cooking meth since March to support his habit. He is charged with Manufacturing Meth, 2nd or greater offense, Possession of a Controlled Substance. 1st Degree, 2nd Offense, Unlawful Possession of a Meth Precursor, 2nd or greater offense, Drug Paraphernalia, and Violation of Probation. Harley was arrested at 11:09 p.m.
