FRANKFORT, Ky. (10/9/13) – Secretary of State Alison Lundergan Grimes announced today a $2 million grant her office received from the Federal Voting Assistance Program (FVAP). The monies were awarded as part of the Effective Absentee Systems for Elections 2 (EASE 2) grant program and are funded by the Department of Defense. The $2,241,159 grant – the largest state award from the research program – will fund Kentucky's future electronic ballot delivery system for military and overseas voters.
"I am very pleased to announce this grant will provide needed funds to implement an electronic ballot delivery system for our military and overseas voters," said Grimes. "As Kentucky's Chief Elections Official, my first concern is making sure every Kentuckian's vote is counted. The Commonwealth's new system will be a powerful tool in helping to protect the votes of the men and women who protect us."
Senate Bill 1, legislation that became law earlier this year, tasked Secretary Grimes with implementing a system that allows military and overseas voters to receive blank ballots electronically. The new system will also give military and overseas voters the ability to register to vote and update their voter registration information electronically. The Secretary of State's office is in the preliminary stages of developing the system and it is scheduled to be implemented for the 2014 General Election. Using the grant monies, Kentucky will assist FVAP in exploring technological improvements for military and overseas voters by providing data from the new system.
