Update on Booms and Blasting Throughout Area

breakingnews update 300MADISONVILLE, Ky. (1/24/13) – In following up on the claims of a number of Hopkins County home-owners in the Nortonville area and other southern parts of the county about the air-blasts allegedly coming from a company on the Hopkins and Christian County line, Double Arrow Explosive Services, Inc. (D.A.E.S.), SurfKY News spoke with County Attorney Todd P’Pool this afternoon about a meeting he had with company owner Matt Donovan today.
 
P’Pool said that he met with Donovan most of the morning and he was given an extensive tour of the D.A.E.S. site and the company even proceeded with “business as usual” in the railroad hardening project that D.A.E.S. has been performing since Oct. 2012. Donovan gave P’Pool the history of the company and his family and business ownership.
 
P’Pool stated that, “Mr. Donovan was very nice and hospitable and I believe he will be responsive in investigating the claims of these citizens. He and his father and brothers are military veterans and they have been in business for 17 years at this site.” P’Pool said that Donovan is contacting his general liability insurance carriers and he “anticipates the carriers to research the potential claims of homeowners in the area.”
 
Up to this point, Donovan has been reluctant to give any statements regarding the claims being made against his company, but has agreed with the County Attorney’s office to release a public statement tentatively today or tomorrow. That statement will be released to SurfKY News and shared with community members as it is received.
 
P’Pool said his involvement came from a number of complaints received by the County Attorney’s office concerning the blasting annoyance and possibly even damage to some of the homes in the area around D.A.E.S.
 
P’Pool said he feels it is his responsibility as the County Attorney to ensure these issues are addressed and remarked, “It will take several weeks for Mr. Donovan’s insurance carriers to take over investigation of the claims, and then to decide where we go in the future as far as the D.A.E.S. to continue with their business and still allow the citizens to carry on comfortably living in their homes as well.”
 
Donovan told P’Pool that the charge released in the railroad steel hardening project is under state regulation and P’Pool commented that he stood 30 feet away from the blasting site and witnessed the process that takes place in the railroad hardening project. “There are a number of building structures on the company premises that seem to be uninterrupted by the blasting, but homeowners deserve to have their claims investigated.”
 
Donovan has volunteered some self-imposed blasting regulations for D.A.E.S. for the time being and has agreed not to blast before 9 a.m. on the weekdays and not after 4 p.m. on weekdays. He has agreed the company will not do any blasting on weekend days.
 
There are also currently a high number of railroad projects in the works in the area where there is some similar “blasting” involved. Also, research has revealed that the winter weather makes the air dense and the sound carries further and with seemingly louder intensity.
