Daviess County Man Faces Almost 1,200 Counts in Child Pornography Investigation

child porn_arrest_300OWENSBORO, Ky. (5/14/13) – A Daviess County man was arrested on charges related to child exploitation (pornography) today after Kentucky State Police served a search warrant at his Owensboro home.

James Christopher Payne, 25, is charged with 1,172 counts of Possession of Matter Portraying a Sexual Performance by a Minor, a class D Felony. He was also charged with one count of Possession of Marijuana and one count of Possession of Drug Paraphernalia.

Payne was arrested without incident at 09:36 a.m. by the Kentucky State Police ICAC Task Force. He is being held at the Daviess County Detention Center without bond.

Payne was arrested by the Kentucky State Police ICAC Task Force as a result of an undercover investigation into the possession of images of child sexual exploitation. The investigation resulted in the execution of a search warrant at Payne's residence in Owensboro today, by the Kentucky State Police ICAC Task Force and Post 16 units. Detectives allegedly seized evidence they said was being used to possess child pornography. The evidence was taken to the Kentucky State Police forensic laboratory for further examination.

Kentucky State Police is a member of the Internet Crimes Against Children Task Force (ICAC).
