OWENSBORO, Ky. (10/29/13) - The City of Owensboro has declared Friday to be the observance of Halloween due to inclement weather on Thursday.
Friday’s weather for trick-or-treaters is expected to be 64 degrees with no chances of precipitation, according Weather.com.
The City would like to invite families to go door-to-door for candy collection on Nov. 1, but insists that porch lights are off and children are inside by 8 p.m.
