Proposed Ordinance Would Annex 9.717 Acres

Owensboro Seal 01 300OWENSBORO, Ky. (11/5/13) - After a month hiatus, the Owensboro Board of Commissioners met Tuesday to discuss municipal orders, ordinances and board appointments for the city.

A municipal order for a property known as Hobo Estates located on Lafayette Drive between J.R. Miller Blvd and Jefferson Street was passed. There was a preliminary plan for the development of the 9.717 acres containing 40 residential buildings, or 80 residential rental units, on Feb. 14. The agreement requires the city to reimburse the actual cost of construction of various defined public facilities for public use.

A municipal order authorizing and directing the mayor to execute an application for a Firehouse Subs Public Safety Foundation Grant in the total amount of $16,579.05 was approved. The accident re-constructionists are responsible for determining what, why, and how an accident occurred and how to prevent future accidents. The grant would allow the Owensboro Police Department to purchase equipment and software with advanced technology.

An ordinance was proposed for the annexation of property at Hobo Estates Subdivision with 9.717 acres. Located on Lafayette Drive between J.R. Miller Boulevard and Jefferson Street. JED Rentals, LLC has submitted a site plan that was approved by the Owensboro Metropolitan Planning Commission. The city and JED Rentals, LLC, has agreed on an annexation incentive agreement.

Another ordinance was read for the first time providing the creation and sale of a franchise for the privilege of distributing and selling electricity on, above, along and below public right-of-way within the city. The term of the existing Electric Franchise Agreement between the city and Kenergy Corporation expired on Dec. 31. The ordinance details all terms and conditions relative to the construction, operation, maintenance and repair of the electrical distribution system and franchisee’s
responsibilities while using the City’s public right-of-way and infrastructure to provide electric power and energy to the citizens of Owensboro.

The following board appointments were passed:

–Beverly Chelgren and Dave Silvert were reappointment to Owensboro Parks and Recreation Advisory Board for a two-year term. David Johnson was appointed to a two-year term.

–Michael Peacock, David Raplf and Jason Simon were reappointed to the Cable Advisory Board for two-year terms. Erica Wade was appointed for a two-year term.

–Marsha Payne and Steve Payne were reappointed to the Audubon-Bon Harbor Area Alliance for two-year terms.

–Charles Hatchett, Melody Chelstrom, Bobby McCormick, and Cecil Phillips were reappointed to the Dugan Best Neighborhood Alliance for two-year terms.

–Martin Latham was reappointed to the Midtown East Neighborhood Alliance for a two-year term.

–Suzette Austin and Bruce Houp were reappointed to the Apollo Area Alliance for two-year terms.

–Angela Oliver was appointed to the Owensboro Human Relations Commission for a two-year term.
