breakfastclub 300OWENSBORO, Ky. (7/17/13) – “For me, I have total confidence in the abilities of this Department.” Those were the words of Owensboro Police Department’s new Deputy Police Chief, Jeff Speed.

Speed, a 22-year veteran of the Owensboro Police Department, was recently promoted to the department’s Deputy Chief position.

“My job is to carry out the mission and objectives our department has within the city,” said Speed.

Speed is a lifelong resident of Daviess County and is a 1986 graduate of Daviess County High School.

“It was a Mr. Youpatof who taught criminology at Daviess County High School that first from me interested in law enforcement,” according to Speed. “It was also my high school coach, Coach Russell, who looked at me and told me I could literally do anything I wanted to do. It’s amazing how little things can inspire youth to reach their goals.”

As a member of the OPD command staff, Speed has overseen each of the department’s divisions. Speed has commanded the Support Services Division twice; once from 2004-2006 and then from 2008-2010. From 2006-2008, Speed was the commander of the Criminal Investigations Division, and has also been the commander of the Field Serviced Division, which includes the Patrol and Criminal Investigations Divisions, from 2010 to present.

Speed is a graduate of the FBI National Academy, class 236, a graduate of the Criminal Justice Executive Development Program, and is a member of the Kentucky Association of Chiefs of Police. Speed holds a bachelors of Science Degree in Corrections and Juvenile Services from Western Kentucky University. He is a 2006 graduate of Leadership Owensboro/Emerge, a board member of The Children’s Advocacy Center, and a member of the National Internal Affairs Investigators Association.

As Deputy Chief, Speed holds the second highest rank within the department and reports directly to the Chief of Police.
