arrest rigginsMADISONVILLE, Ky. (11/25/13) – The Madisonville Police Department received a disturbance call on Friday, Nov. 22 that resulted in an arrest and assault to a police officer.

According to the Madisonville Police Department report, Officer Kyle Pharris received a call from central dispatch about a disturbance at a residence on Whittington Drive.

The report said dispatch advised Pharris that the subject was fighting with other people in the house and breaking glass objects and that the subject was extremely intoxicated.

Pharris reported that upon arrival he made contact with the subject, who was cursing and yelling in the middle of the street. Pharris then placed the subject in handcuffs and placed him in the back of the police car. The subject then started to slam his head on the center divider in the back of the police car, the report said.

To prevent further damage to both the police car and the subject, Pharris reported he gave the man a short burst of O.C. spray. The subject then proceeded to kick Pharris in the legs and groin several times before he was restrained, the report said.

Caane Allen Riggins, 19, was arrested for alcohol intoxication in a public place, first and second offense, assault in the third degree (police officer or probation officer), and disorderly conduct, second degree. Riggins is currently lodged in the Hopkins County Jail on a $1,000 cash bail bond.
