According to a Madisonville Police report, when officers arrived at the scene, Ian Patrick Jobe, 34, Dixon, was on top a female victim. Police observed the victims legs flailing in attempts to get away. Jobe was holding the victim down by the chest and arm, causing red marks to neck, chest and left arm, the report said.
The report said, as officers pulled in front of Jobe’s parked vehicle, he proceeded to put his car in drive in effort to leave the scene. Officers then pulled a police cruiser in front of Jobe’s car to block him. Jobe was then removed from his vehicle and restrained.
Due to Jobe being uncooperative and the need of restraints, a sobriety test was not given. Officers also found marijuana in plain view in the driver’s door, said the report.
Jobe was charged with fourth-degree assault, domestic violence with minor injuries, operating a motor vehicle under the influence of alcohol or drugs, first offense and possession of marijuana.He is being lodged in the Hopkins County Jail.
