City Commissioners Discuss Amending Annual Budget for Resurfacing Projects

owensborologoOWENSBORO, Ky. (8/21/13) -- An ordinance was read before the commissioners, at Tuesday’s board meeting, to amend the annual budget for the fiscal year beginning July 1 and ending June 30, 2014. This was to correct all beginning fund balances, roll over all outstanding encumbrances and capital projects, and to allocate a portion of surplus funds from the last fiscal year to go to agency funding and various operational needs. The biggest item of business in the upcoming fiscal year is receiving a state grant for street resurfacing, said Mayor Ron Payne. The city will spend $1.6 million for resurfacing projects this year.
 
“We need to be very cautious here,” Mayor Payne said. “We still have challenges, but we’re going to get them done.”
 
A first reading of an ordinance from the city was read. The city recommends changes of the Owensboro Municipal Code entitled, “Stormwater Ordinance,” establishing the purpose and scope of the water quality and quantity policies of the city. The ordinance proposes amendments related to construction site storm water runoff control; it requires an excavation, cut, or fill permit application process for land disturbance activity.
 
An ordinance petitioned to the City by Ronald L. Sanders for the closing of two alley right-of-ways located within Lot 2 or the J.ZA. Moore Village was approved.
 
A municipal order was announced authorizing the mayor to execute a memorandum of agreement between the city of Owensboro and Daviess County to pave a portion of Pleasant Valley Rd. leading to the new Owensboro Health hospital facility. The city will reimburse the county for the cost of paving for the total amount of $9,700.
 
Personnel appointments were announced. Beth A. Ebelhar, was appointed to the position of Public Works Laborer/Maintenance Helper with Public Works, effective Aug. 26. Stephanie T. Houtchen, was appointed to the position of Assistant Finance Manager with the Finance Department, effective Aug. 27.Gena K. Gray, was appointed to the position of Accounting Clerk with the Finance Department, effective Aug. 27. Courtney M. Clark, was appointed to the position of Telecommunicator with the Police Department, effective Aug. 27. Stephen D. Franklin, was appointed to the position of Greens Superintendent with the Parks and Recreation Department, effective Aug. 27. Keith E. Morris, was appointed to the position of Public Works Maintenance Equipment Operator with Public Works Operations, effective Aug. 30. James R. Howard, was appointed to the position of Fire Captain with the Fire Department, effective Sept. 9. Christopher T. Luttrell, was appointed to the position of Fire Captain with the Fire Department, effective Sept. 9. James R. Grant, IV, was promoted to the position of Fire Lieutenant with the Fire Department, effective Sept. 9. Edward M. Smith, II, was promoted to the position of Fire Lieutenant with the Fire Department, effective Sept. 9. Ethan T. Board, Ian N. Clark, Colby L. Grayson, Korey R. Myles, Barry A. Raymer, Dennis W. Wolf, and Christopher H. York, were appointed to the position of firefighters with the Fire Department, effective Sept. 9.
 
A presentation was given by the men’s soccer teams at Kentucky Wesleyan College and Brescia University to introduce the return of the Mayor’s Cup game. The game will be open to the public at no charge, held at Steele Stadium at KWC on Sept. 30 at 6:30 p.m. Coaches John Fusco, of KWC, and Mo Cato, of Brescia University are encouraging game-goers to donate a canned item upon entrance.
 
The next Owensboro Board of Commissioners meeting is scheduled for Tuesday, Sept. 3.
