shooting incident 300FULTON, Ky. (3/26/13) – On Monday March 25, 2013 at approximately 10:26 AM, a Kentucky State Police (KSP) Trooper conducted a traffic stop on Joshua White (22), of Fulton, KY for a traffic violation.
After the Trooper made his initial approach, it was discovered that Mr. White had a failure to appear bench warrant for his arrest. When the Trooper went back to arrest White, he drove off. The Trooper initiated a pursuit, which lasted approximately two and a half miles, and ended within a public housing complex, on Vernon Avenue, in Fulton. White exited his vehicle and fired a handgun at the Trooper. The Trooper returned fire with his service weapon, and White fled into a duplex. The vehicle that White was driving was left in gear, and after fleeing this vehicle on foot, it continued traveling north on Vernon Avenue until colliding with a parked vehicle.

KSP Troopers, Fulton City Police officers, and Fulton County Sheriff’s Deputies quickly surrounded the residence and began evacuating neighbors.
Inside the residence were Kali Papierski (19) and two small children (ages 6 months & 2 years). A KSP negotiator made contact with Ms. Papierski, and after nearly 2 ½ hours, both adults and the two children came out of the residence. White refused verbal commands to show his hands, and then ran back into the residence. Papierski and the two children were removed to a safe area by KSP officers.
Fulton City Police notified the local school system to hold students that would have otherwise been bused to the housing unit, when the local school system dismissed students for the day. Parents were notified of the situation and alternate arrangements were made to pick up these students at school.

After another standoff that lasted nearly an hour, White surrendered and was taken into custody, by KSP, without further incident. White was transported to the Parkway Regional Hospital in Fulton, where he was treated and released, before being lodged in the Fulton County Detention Center.

At the time of this offense, White was on felony probation for Trafficking in a Controlled Substance, 1st Degree, 1st Offense (Crack Cocaine), stemming from a 2010 conviction in Fulton Circuit Court (case #09-CR-00042), in which he received a 10 year prison sentence which was later probated in 2010.

At 9:10 PM, KSP Troopers and Detectives completed executing a search warrant and collecting evidence at the scene. Residents of the housing complex where been allowed to return to their homes.

Mr. White was arrested and charged with the following: Fleeing and Evading Police 1St Degree (Motor Vehicle) (Class D Felony), Fleeing and Evading Police 1st Degree (on foot) (Class D Felony), Criminal Mischief 1st Degree (Class D Felony), DUI 2nd Offense, aggravating circumstances (Class B Misdemeanor) Driving DUI Suspended License (Class A Misdemeanor), Failure of Owner to Maintain Insurance (Class B Misdemeanor), Disregarding a Stop Sign, Disregarding a Control Device (Traffic Light), No Kentucky Registration, and served with a bench warrant for failure to appear.
Ms. Papierski was later arrested and charged with Hindering Apprehension 2nd Degree (Class A Misdemeanor) and two counts of Endangering the Welfare of a Minor (Class A Misdemeanors); these charges stem from the assistance she provided to White while he fled the commission of a felony offense. Both were lodged in the Fulton County Detention Center.
Additional charges including but not limited to the following: Attempted Murder of a Police Officer, Tampering with Physical Evidence, and Possession of a Handgun by a Convicted Felon are pending.

Kentucky State Police were assisted on the scene by the Fulton City Police Department, Fulton County Sheriff’s Department, Fulton City Fire Department, and Tri-City EMS. The investigation continues by the Kentucky State Police.
