CENTRAL CITY, Ky. (11/25/13) — Kentucky State Police arrested a Central City man on several drug-related charges after stopping him in a 2000 Chevrolet for seat belt violation about 4:52 p.m. Friday, Nov. 24 in Central City.
After the stop, Troopers Jon McGehee and Jacob Fortney conducted a series of field sobriety tests and determined the driver was under the influence of controlled substances. Further investigation revealed prescription medication, items used to ingest controlled substances and methamphetamine inside the car. A baseball bat was discovered by the driver's seat.
Troopers charged Donald Thomas Rutledge, Jr., 38, with failure to wear seat belts, failure to produce proof of insurance, operating a motor vehicle under the influence (aggravating circumstances), possession of a controlled substance, first degree, methamphetamine, possession of drug paraphernalia, possession of a controlled substance, second degree, illegal possession of a legend drug, prescription controlled substance not in property container, first offense, and carrying a concealed deadly weapon.
He is being lodge at the Muhlenberg Detention Center.
