911 dispatchOWENSBORO, Ky. (7/19/13) --A motion to purchase digital recording devices to replace analogue devices was brought to the attention of the committee on Wednesday, July 17. The digital devices would cost an estimate of $105,000, and would be less expensive than replacing the old devices with other analogue devices. The motion was passed by the committee. The recording devices will arrive to dispatch in Nov.

A suggestion was posed to purchase spare Motorola radios for Central Dispatch. There are currently eight stations set up at the dispatch, but the radios would be purchased in case of an emergency or the others failed. The new radios will have an estimated cost of $38,000. The committee stalled to go forward with the motion until other more important issues are addressed.
 
A discussion was held about the 2014 Legislation Session for the 911 Legislation. This session will make sure all the departments are spending their money correctly, and to hopefully increase funding for all departments. The motion was passed unanimously.
 
A motion was suggested to partner with the program, First Responder Network Authority (FirstNet). This program was created after the Middle Class Tax Relief and Job Creation Act of 2012 to provide emergency responders with a high-speed network dedicated to public safety. This network would be the first nationwide network designed for police and fire to share data. The wireless data net would be a less expensive alternative to prior networks. The motion was passed.
 
Other discussion at the meeting included topics such as:
•The Sunset Clause city/county contract will expire Sept. 2014 and will need to be reviewed a year prior, Sept. 2013;
•The motion passed to allow Jefferson County Sheriff’s Office’s access to the Daviess County Sheriff’s frequency;
•A motion to review and edit a 911 dispatch recruitment video passed. The video will play on a local channel for public service to show what goes on at the dispatch and will also contain tips for preventing accidental calls.
 
The next Owensboro-Daviess County Central Dispatch 911 Oversight Committee Meeting is scheduled for November.
