He was born June 20, 1927 in Todd County to the late Maurice and Lorene Heltsley. He was a member of First Baptist Church and the Maverick Sunday School class. He served in the U.S. Navy during World War II. He retired from Bellsouth Telephone Company as District Staff Manager in 1989 after working 38-1/2 years. He was a member of the Roberts Masonic Lodge 172. He served on the board of the Elizabeth Munday Center and Daviess County Senior Services for 6 years. He was a member of the Telephone Pioneers, serving as President of the Pennyrile Council. He served two terms on Chapter 32 Executive Board and two years as Life Member representative for Western Kentucky in 1972 and 1973. Paul coached the Kiwanis League Baseball for 9-year olds. He was instrumental in forming the 13-year old Babe Ruth Baseball League for Owensboro and Daviess County in 1973 and 1974. Paul was an avid fan of all sports. He especially enjoyed playing pool at the Elizabeth Munday Center.
Aside from his parents, he was preceded in death by a brother, Arnold K. Heltsley; and his first wife, Betty A. Heltsley.
Survivors include his wife, Anna Ruth Heltsley; a son, Sean Heltsley and his wife, Leslie of Bowling Green; grandchildren, Austin Heltsley and Griffin Heltsley of Bowling Green; a stepson, Greg Floyd and his wife, Liz of Owensboro; stepdaughters, Sandra Floyd Wilson and Susan Grayson and her husband, Jay of Owensboro; step-grandchildren, Taylor and Colby Grayson, Oliver and Audrea Wilson and Alex, Luke and Molly Floyd of Owensboro.
Services are 1:00 p.m. on Monday, April 22, 2013, at the Chapel of James H. Davis Funeral Home & Crematory in Owensboro. Burial is in Rosehill Cemetery in Owensboro.
Visitation is from 1:00-6:00 p.m. on Sunday and after 10:00 a.m. on Monday at the funeral home.
