(Photo Paul McRee/SurfKY News reporter)MUHLENBERG COUNTY, Ky. (3/17/14) – Muhlenberg County residents go to the polls May 20 for the primary election.

And Muhlenberg County Clerk Gaylan Spurlin and his staff are busy updating thousands of files in order to notify voters of changes that may affect where they vote, and in some cases, what precinct a voter may be in.

"The state election board has created a new computer system which will be implemented in April," Spurlin told SurfKY News. "We are adjusting to that new system right now. This system controls how we keep up with you as a voter, as far as where you live, where you vote and other information."

The complicated process of redrawing the Senate and House districts was completed first, according to Spurlin. Then the Magisterial districts were redrawn. Now, Spurlin and his staff are preparing a list of around 3,500 Muhlenberg County residents who will be notified by mail regarding changes in where they will vote in the primary and general elections.

Although a comparison map of the old and new precincts is not yet available, Spurlin said he hopes to have that completed soon.

"Right now, we are asking the magistrates to help us to notify constituents where they need to go to vote." – Gaylan Spurlin 

"Due to redistricting, you may not have moved, but you may not be voting in the same location as before. We may have moved you in the computer. You may have a new magistrate respecting you now. Plus, we'll be sending those who are in a new precinct a notification card to let them know where they need to go to vote," Spurlin said.

Once the current process of dealing with the new computer system is complete, Spurlin said he said he will notify the media and seek to make sure everyone in the county knows where they need to go on election day.

According to Lynn Zellen, Director of Communications for the Kentucky Secretary of State, the state has no county maps or lists to compare where someone voted prior to redistricting and where they will vote this year.

"This is left entirely up to each county clerk's office," Zellen said. "Once the process is completed in each county, we can direct individuals to the Kentucky State Board of Elections Voter Information Center."

However, Zellen said the state board is reluctant to refer voters to that site until each county has sent the state written verification that they have notified voters by mail of any changes in what precinct voters are in and where their precinct voting locations are.
