opd arrestlog2 300OWENSBORO, Ky. (9/3/14) — Owensboro Police Department reported the following recent arrests and citations:

Randall Payne, 40, of Owensboro, was charged with operating a motor vehicle while under the influence of alcohol or drugs.

Polo Perez, 31, of Owensboro, was charged with alcohol intoxication in a public place.

Joseph Pfingston, 24, of Rockport, Ind., was charged with reckless driving and other traffic violations.

Brandie Sallee, 32, of Owensboro, was charged with illegal possession of a legend drug and various traffic violations.

Matthew Walker, 26, of Owensboro, was charged with operating a motor vehicle while under the influence of alcohol or drugs.

Jonathan Carter, 31, of Owensboro, was charged with theft by deception including cold checks less than $500.

Ryan Geary, 35, of Owensboro, was charged with possession of marijuana, possession of drug paraphernalia, and operating a motor vehicle while under the influence of alcohol or drugs.

Paul Hayden, 26, of Owensboro, was charged with two counts of theft by unlawful taking or disposition (shoplifting) less than $500, receiving stolen property less than $10,000, manufacturing methamphetamine, first degree possession of a controlled substance, and possession of drug paraphernalia.

Robert Norris, 47, of Owensboro, was charged with possession of marijuana and possession of drug paraphernalia.

Justin Owings, 33, of Owensboro, was charged with third degree terroristic threatening.

David Reisz, 53, of Owensboro, was charged with fourth degree assault.

Tammy Vowels, 47, of Owensboro, was charged with violation of a Kentucky emergency order of protection and second degree disorderly conduct.

William Phelps, 26, of Owensboro, was charged with operating a motor vehicle while under the influence of alcohol or drugs and other traffic violations.

Jessica Dockery, 20, of Owensboro, was charged with theft by unlawful taking or disposition (shoplifting) less than $500.

Donna Howard, 55, of Philpot, was charged with theft by unlawful taking or disposition (shoplifting) less than $500 and illegal possession of a legend drug.

All suspects are innocent until convicted in a court of law.
