HOPKINSVILLE, Ky. (11/17/13) — Three men were indicted by a Christian County Grand Jury Friday in connection of a 1994 cold case murder file in Oak Grove, Ky. One of the indictments included a Central City man.
The murders took place at the New Life Massage Parlor Sept. 20, 1994.
After Kentucky State Police Lt. Jason Newby presented findings from his investigation, the grand jury returned two murder indictments for Frank Black of Gadsden, Ala., 39, and Edward Carter of Somerset, Ky., 43. Carter was working as an Oak Grove police officer during the time of the murders, according to previous news stories.
Leslie Duncan, 50, of Central City was indicted on two counts of complicity to commit murder. Duncan is being incarcerated in the Christian County Jail, where he was serving three years for tampering with physical evidence in the case.
Black was arrested by authorities in Alabama. Carter was located in a Warren County, Ohio hotel and arrested by the sheriff's department there. He will be extradited to Kentucky.
The indictments stem from the deaths of Gloria Ross, 18, and Candida Belt, 22, who worked at the massage parlor.
