(3/1/14) ― Some Central City residents that have noticed a sign at the Central City city building are concerned that the county clerk licensing branch office is closing April 7. According to Muhlenberg County Clerk Gaylan Spurlin, the key word word on the sign is "temporary".

Spurlin spoke with SurfKY News Friday, and said he understands concerns the people of Central City have voiced about the closing.

"All I am doing is closing that office during the slowest months," Spurlin said. "We are in the process of switching over to the state's new KAVIS (Kentucky Automated Vehicle Information System) program, and right now we have enough people to get through the busiest month of March. That is when many farm trucks and other vehicles will be registered."

Spurlin also noted that one of two current employees at the Central City branch office is about to retire.

"Joanie West is retiring soon from the Central City office, and will be the sixth person to retire within about a six-month period," Spurlin said. "We knew this was going to be coming about. She has been a great asset to the office."

"Central City's office is a big plus for the city, we understand that. In no way am I going to do a disservice to the people of Central city," Spurlin said.

Spurlin said that after having a branch office in Central City for about 27 years, he understands that many people like having that convenience rather than driving to Greenville.

"Former county clerk Malcolm West opened the office, and I have been committed to keeping it open," Spurlin said. "We hope it will be closed for only a little while as we get people trained," Spurlin said. "The KAVIS system is long overdue. We've had the AVIS system since 1982 and it needs to be updated badly. All of the clerks in 127 counties are going through this process and we are all looking forward to it. But initially we have to go through the training period. It is a massive changeover and the state has been working on it for three years."

As far as the final date for the complete switch to KAVIS Spurlin said the clerk's office may be looking at January of next year for the complete changeover.

"Central City's office is a big plus for the city, we understand that. In no way am I going to do a disservice to the people of Central city," Spurlin said.
