OWENSBORO, Ky. (8/15/13) - Restructuring the four-level downtown parking garage was among topics of conversation at Thursday’s Parking Committee meeting.
The restructure included moving public parking to the first floor of the building and will be a two-hour limit to park. The spots will continue to be used as rental spaces for retail properties, but the spots will not exceed the current capacity. The second floor of the building will be reserved for residential apartment complexes. The third floor will be reserved for those employed by the fiscal court. The top floor will be reserved for the Department of Correction, Master Commission, and the Department of Employee Services. In the event of inclement winter weather, the fourth floor will be moved to the first floor. Rate increases for the spots were also discussed. The rates of the parking spots have not been changed for a couple decades, so they will be changed as soon as the proposal is approved by the City Commission. New signage will also be placed in the parking garage clearly stating that the spots are reserved and towing is strictly enforced. If approved, the implementation date will be Oct. 1 of this year.
Parking at the current US Bank location was also discussed. Right now, there is little to no parking on Airpark Dr. and the lot does not accommodate procedures made by the OFD in case of an emergency, but the new US Bank location will have 100-120 more spots for public and employee parking. The new US Bank location will open Jan. 6, 2014.
Handicap Parking on Daviess St. and Allen St. have been discussed for some time, because these spots have been used by non-handicap drivers that have not identified the spots correctly. The group decided that thermo-plastic parking stalls that will last five to ten years will be placed to make the spots more visible. Fines of $32.50 will be in effect soon for non-handicap parkers.
