MADISONVILLE, Ky. (3/20/13) – The Hopkins County Fiscal Court Building and Grounds Committee (BGC) called a special meeting to order at 9:30 a.m. on Tuesday morning at the Government Center at 56 N. Main St. downtown.
The significant topic of meeting agenda was the building commonly referred to as “The old courthouse.” Immediately opening the meeting, Magistrate Christopher Toney made a motion that the courthouse be referred to as something other than, “The old courthouse.” He suggested the site be referred to as “The historical courthouse.” The committee members collectively agreed a name change for the site is in order, as the current reference is casual and informal. The group tossed different ideas around the room regarding a name change; however, no official determination was made.
The next issue on the meeting agenda was the motion to place out the contracting bids on renovations and repairs that need to be done to the second floor of the Old Courthouse. The Juvenile Justice Cabinet and the Transportation Cabinet will potentially be occupying the building for business, beginning tentatively this summer, requesting these specific renovations be done: Carpet and tile removal and change, asbestos removal, and plumbing and HVAC repair systems repair. The cost of supplies and labor is to be considered in costs, and the current estimate for all of the repairs, including supplies and labor, is on the higher end of $88,756. The committee discussed the importance of having these repairs completed, and highlighted on the fact that, according to the calculations, the county will recoup money spent on repairs within the first four years of the eight-year lease agreement the two entities will be required to sign before the renovations are started. The committee agreed to move forward with the bidding. The lease payments will help meet annual maintenance costs of building and provide additional revenue into the second four year term of the lease.
The last topic on the meeting agenda concerning the Old Courthouse was the lease agreement itself. Magistrate Toney made a motion that the county move forward with the lease agreements with the two parties interested in occupying the second floor. Mike Duncan, the Hopkins Co. Fiscal Court Community Development Director, said that the committee has had the lease agreements “In-hand for quite some time now, but if all are ready to move ahead with the signing, then we are also…” The group approved the motion to do so.
The contracting bids should go out for advertisement the last full week of March. The committee hopes the renovations will be complete by summer season and that the Juvenile Justice Cabinet and Transportation Cabinets will be moved in for business by then. These two lease payments for the space will not make up the cost of what the state was paying the county when the courthouse was in use by state offices; however, there is still a substantial amount of unoccupied space to lease out.
The committee concluded the meeting by acknowledging and expressing their appreciation for the men who have been working on building repairs and maintenance at the Old Courthouse thus far; They credited Greg Camplin, of the Road Dept., Troy Blue, a Madisonville North Hopkins High School Co-Op student, Dana Classen, a county maintenance worker, and an inmate from Hopkins Co. Detention Center whose first name is James. His last name was not given. “These guys have saved the county a lot of money and they’ve worked really hard on this building,” said Duncan, concluding the meeting.
All of the aforementioned was read aloud to the whole Fiscal Court in the regular meeting that followed the BGC meeting this morning. All approved.
