Board of Education General 03 300MUHLENBERG COUNTY, Ky. (4/11/13) – Thursday night's Muhlenberg County Board of Education meeting took a surprise twist, ending with a motion to "accept a notice of retirement" from Superintendent Dale Todd.

After a more than 2 and half hour meeting, packed with an already full agenda, special counsel to the board Dan Thomas of Hopkinsville stood in the audience and guided the board through the process of approving a "settlement agreement". Thomas handed board chairman Don Richey a 5 page document that stated the board and "the Superintendent have determined that it is in the best interest of all parties to resolve the continued employment status of the Superintendent ... effective on July 1, 2013".

"I was employed as special counsel for the board in January." Thomas told Surfky News after the meeting closed.
When asked if there was any animosity or specific reason for the sudden departure of Superintendent Todd, Chairman Richey said, "This is a mutual agreement and it's good for both sides. I think it's very obvious if anyone wants to go on any of our campuses, all the things that have taken place. We're a very blessed school system. And Superintendent Todd has overseen all of that construction. It speaks for itself. It stands above other systems in the area with the facilities we have for our students."

A last minute change to the printed agenda handed out to the public in the packed board room, stated simply, "Approve the Acceptance of Superintendent, Dale Todd's Notice of Retirement."

Asked if anyone is in mind as interim superintendent, given the short time frame to find a replacement before the start of the next school year, Richey said, "We have no one in mind at this time. The board will proceed slowly and cautiously. We'll see what we need to do and how we need to do it. I've been here a little over two years. These other four people on the board are all new. So we've got a task ahead of us."

Thomas stressed to the board that the process required in the search for a new superintendent will be time consuming.

"In all truthfulness, you are not going to have a new superintendent on site by July 1st. You are probably going to end up with an interim superintendent for at least some period of time."

The vote to accept the "settlement" was unanimous, with no comments or discussion from either the board or Todd.

After the vote Thomas stood again to stress to a board unfamiliar with the process that they "need to sign the agreement right now."

The settlement specifics included severance pay "equal to five months of his $153,015.00 (the sum of $63, 756)...No other benefits shall be payable by the board subsequent to June 30, 2013."

Todd could not be immediately reached for comment. News will keep you updated on the board's progress as the search for a interim replacement and a new superintendent goes forward.
