money sign 300FRANKFORT, Ky. (5/14/13) – The state legislative Government Contract Review Committee today approved a total of $1,324,643 in state contracts and agreements for programs and services in Hopkins, Christian and Muhlenberg counties.
 
Pennyroyal Mental Health in Hopkinsville will receive the largest amount totaling $627,200 in state General funds to provide outpatient substance abuse treatment services for parolees. Pennyrile Area Development District will receive the second largest sum, or $465,000, to cover an increase in statewide Traumatic Brain Injury Trust Fund claims.
 
“The original agreement was for $1.2 million,” said Rep. Brent Yonts, D-Greenville, a member of the committee that approved the funding, “but the additional funds are needed to cover current claims submitted and approved that have exceeded funds originally estimated for the contract.”
 
The Pennyrile ADD will also receive an additional $76,088 in federal, state, and agency funds for services covered by the Older Americans Act, including nutritional, home care, personal care, adult day care, Alzheimer’s respite care, and elder abuse prevention services. The original agreement totaled $3.079 million.
 
Funding approved by the committee for other projects and services in the region includes:
 
• $55,000 in coal severance funds to the City of Greenville to extend sewer service to the Foxboro subdivision. The project will eliminate an estimated 15 septic tanks.
• $50,000 in state General funds to the Christian County Board of Education to match money to local school districts for a high school biomedical sciences career pathway curriculum.
• $20,000 in coal severance dollars to the City of Greenville for needed upgrades to the water treatment plant and city tanks. Upgrades include: Building a chemical storage building to allow the city to buy chemicals in bulk to save costs; upgrading the city’s two tanks; and installing a system that integrates the plant and tanks.
• An additional $25,040.49 in federal, state, and agency funds to Pennyroyal Mental Health for community-based services for mental health, mental retardation, and substance abuse as well as care and support.
• $7,000 in federal funds to Murray State University for use by the Breathitt Veterinary Center for bovine spongiform encephalopathy (BSE) testing (BSE is also known as Mad Cow disease) and avian influenza testing.
• An additional $904 in agency funds to Hopkins County Board of Education for contract services in the Office of Next-Generation Learners.
• An additional $443 in federal funds to the Hopkins County Board of Education for contract services in educational recovery.
 
The committee also approved time extensions on projects that include:
 
A City of Madisonville study on eliminating the main CSX rail line that runs through downtown;
purchase of playground equipment for Millport Community Center in Muhlenberg County;
renovation of Paradise Pickin’ Park (including lighting, materials, and labor) in Muhlenberg County;
and alternative energy education at Madisonville Community College which includes instruction in installation and connectivity of solar panels and wind turbines to a power grid, as well as developing an outdoor learning area.
