Owensboro Seal 01 300OWENSBORO, Ky. (9/18/13) - The first reading of an ordinance was presented to City Commissioners last night in regards to the proposed property tax rates. It is proposed that the tax rate on real property will be set at 25.93 cents per $100 of assessed property valuation. The personal property is proposed to be set at 27.13 cents per $100 of assessed property valuation. The vehicle rate is proposed to be set at 30.30 cents per $100 of assessed valuation. This ordinance will be given a public hearing at 4:45 p.m. on Tuesday, Oct. 1. Commissioners are expected to vote on this ordinance in the regular meeting scheduled to immediately follow.

Another ordinance approved at the board meeting will amend the annual budget for the fiscal year beginning July 1 and ending June 30, 2014. The budget amendment will correct all beginning fund balances, roll over all outstanding encumbrances and capital projects, as well as allocate a portion of surplus funds from the last fiscal year to agency funding and various operations needs. The city will also be receiving a state grant for street resurfacing.

The second approved ordinance proposed amendments to the Owensboro Municipal Code entitled "Stormwater Ordinance," which establishes the purpose and scope of the water quality and quantity policies of the City. The current ordinance proposed amendments to Sections 26-355 related to construction site stormwater runoff control, Section 26-356 relating to post-construction stormwater management, and Section 26-358 establishing a Notice of Violation appeal process. This ordinance will require an Excavation, Cut, or Fill Permit application process for land disturbance activity.

A municipal order was then read to the commissioners relating to the authorization of the Owensboro Police Department donating a surplus D.A.R.E. vehicle to the McLean County Schools Police Department. This vehicle will be utilized as a teaching tool for students. The motion was approved. McLean County will pay the costs to change the lettering on the vehicle from Owensboro to McLean County Schools Police.

Personnel appointments were also announced. Jeffrey S. Glass, II, was appointed to the position of Network Systems Technician with Information Services, effective Sept. 18. Sherry L. Girten, was appointed to the position of Paralegal with the Administration Department, effective Sept. 23. Sean C. Harrell, was appointed to the position of Public Works Bus Driver with Public Works Operations, effective Sept. 23. Joshua L. Quesnell, was appointed to the position of Public Works Laborer/Maintenance Helper with Public Works Operations, effective Sept. 23. Robert K. Payne was appointed to the position of Reserve Police Officer with the Police Department, effective Sept. 24. Kevin M. Lanham, was appointed to the position of Fire Lieutenant with the Fire Department, effective Sept. 23. Clayton R. Tuma, was appointed to the position Firefighter with the Fire Department, effective Sept. 26. Michael A. Phillips was appointed to the position of Public Works Mechanic with Public Works Operations, effective Sept. 24. Allen Schrecker, was appointed to the position of Police Officer with the Police Department, effective Oct. 7.

Public Events Director Tim Ross presented an update on the upcoming Air Show. According to Ross, public viewing areas will be held at both Smothers and English Parks. Admission is free. The LST 325 is scheduled to arrive in Owensboro just before noon today. The historical ship will stayed docked in town throughout the weekend. Tours are open to the public, but there is a charge.

Kentucky Wesleyan College and Brescia University are scheduled to battle on Sept. 30 for the highly anticipated Mayor's Cup. The game will be held at KWC's Steele Stadium. Kick-off begins at 6:30 p.m. Admission is free, but both teams are asking those attending to donate a canned item at the entrance. All proceeds will go to a local food bank.

The next Owensboro Board of Commissioners meeting is scheduled for Tuesday, Oct. 1.
