harrington arrestDAVIESS COUNTY, Ky. (7/18/18) — Two people were charged with meth trafficking and endangering the welfare of a minor after Daviess County Sheriff’s Office responded to a Lamplite Circle residence Monday in Owensboro.

DCSO said a caller reported Alicia Joy Payne had given birth to an infant inside the residence and refused to take it to the hospital and that there was drug activity going on there. When deputies arrived, no one would answer the door, however, the door was unlocked and deputies entered.

Deputies reported a female came out of the master bedroom and told them there was no one else in the home. They detained her after she told them she didn’t know the property owner’s name, said DCSO. During a search, deputies located Payne and Jason Harrington hiding in the master bedroom along with an infant.

Authorities said Payne and Harrington gave false names and dates of birth. Deputies also observed meth pipes and scales with residue, cash, marijuana and an Owensboro Police Department toboggan. Deputies detained Payne and Harrington while a search warrant was obtained.

When the search warrant was granted, deputies located what appeared to be 1.2 grams of meth, multiple scales with residue, baggies, marijuana, rolling papers, two Alprazolam, four Ciprofloxacin, nine 600 mg. Gabapentin, seven counterfeit $100 bills and cash typically associated with drug trafficking, said police.

Deputies reported that the infant was in close proximity to drug items and there was a glass pipe in the closet, where Harrington was found hiding. The DCSO investigation concluded Payne gave birth to the child at the residence the day before and didn’t have the infant medically checked.

Social Services was contacted and took the infant into custody.

Harrington, 37, was charged with first-degree trafficking in a controlled substance/meth – first offense, third-degree possession of a controlled substance/drug unspecified, illegal possession of a legend drug, drug paraphernalia – buy/possess, possession of marijuana, theft of property mislaid or delivered by mistake, first-degree criminal possession of a forged instrument (identification documents, giving a police officer a false name or address, tampering with physical evidence and endangering the welfare of a minor.

Payne, 38, was charged with first-degree trafficking in a controlled substance/meth – first offense, third-degree possession of a controlled substance/drug unspecified, illegal possession of a legend drug, drug paraphernalia – buy/possess, possession of marijuana, theft of property mislaid or delivered by mistake, first-degree criminal possession of a forged instrument (identification documents), giving a police officer a false name or address, tampering with physical evidence and endangering the welfare of a minor.

Harrington is being held in the Daviess County Detention Center on a total of $10,455 in full cash bond. The jail website lists him as also facing charges of first-degree bail jumping, failure to appear, felony probation violation and contempt of court.

Payne is not listed in the Daviess County Jail inmate roster at this time.
