The award is given to an individual who has advanced and sound planning in the public arena.
Madisonville Mayor David Jackson nominated Thomas for the award.

In his nomination letter, Jackson said Thomas has served the city of Madisonville for more than 18 years as a commissioner and chair of the Hopkins County Joint Planning Commission. He also noted Thomas has been instrumental in working with other agencies to foster working relationships with those agencies and the planning commission.

Jackson said with the leader’s vision and diligence, Madisonville currently has a transportation system, which was identified as a goal in the 2035 Comprehensive Plan.

Thomas said the award was a great honor.

“I'm appreciative to Mayor Jackson for the nomination and to the American Planners Association of Kentucky for choosing me.”

Thomas said he has a strong commitment to planning in Hopkins County and he was very excited to see the city of Madisonville gain a public transit system.

Thomas currently serves on the APA-KY State Board as a planning commissioner.
