SpencerMADISONVILLE, Ky. (1/8/19) — Madisonville City Council approved an ordinance to establish the new position of deputy city administrator during a meeting held Monday at City Hall.

Hopkins County native Libby Spencer was appointed to serve in that position effective Feb 1. She and her husband moved back to Madisonville a few months ago. Spencer said she has worked in the nonprofit business for two decades.

Spencer currently serves as director for United Way of the Coalfield, noting she has no experience in city government, and is looking forward to the challenge of working for Madisonville.

Spencer will work alongside newly appointed City Administrator Robert Janes in managing daily functions. She will remain on the local United Way board and continue volunteering for the organization. The United Way board meets today to consider a replacement.

In other business, the council selected Frank Stevenson to lead the panel as chairman.

Stevenson said he hopes to lead the council in the direction the city needs to go, having served three terms.

“I hope it bears me up in whatever I need to do,” he said. “I’m trying to facilitate my perception … as a vehicle of coordination … and development.”

Morgan Stone was appointed to serve on the Madisonville-Hopkins County Economic Development Corp. Board through June 30, 2020.

A new city engineer to replace Bill Jackson has not yet been announced by the mayor.
