hc fiscal3 300HOPKINS COUNTY, Ky. (8/7/19) — Hopkins Fiscal Court approved an ordinance to increase its bidding process minimum of $20,000 to $30,000 per Kentucky Revised Statues effective June 27. The county also proposes an amendment to new culvert construction.

The negotiation process requires advertisement for bids on items purchased by the county in excess of $30,000 unless an emergency exists, a contract is for professional services or all bids received exceed the amount budgeted.

Judge-Executive Jack Whitfield said the court would likely still bid out some government projects below the $30,000 threshold.

In other business, officials heard first reading of an ordinance pertaining to specifications for drainage construction. The property owner is responsible for costs of culvert installation on a new driveway or entrance onto a county road, and is maintained by the road department. All specifications must be met, and the county road supervisor can issue a stop work order for non-compliance.

Fiscal Court also approved a resolution for the county attorney to retain excess fees collected for the cold check program totaling $1,940 and delinquent tax commission of $500, the sheriff’s 2018 property, oil, gas and franchise and 2018 volunteer fire department settlements.
