BRATCHER ARRESTOHIO COUNTY, Ky. (12/5/17) — Police said allegations of shots fired into a vehicle led to an investigation of the complainant’s cell phone that provided evidence of unlawful transaction with a minor as well as other sex crimes.

Ohio County Sheriff’s Office issued a press release today regarding an incident that occurred on Nov. 24 leading to the arrest of a 23-year-old Beaver Dam man.

Authorities said OCSO responded to a Barnetts Station Road, Hartford residence after the report of a stalker taking photos of the residence and sending photos to a juvenile female inside the home. The caller reportedly told police that they parked their car in the roadway until police arrived. While the caller remained on the line with Ohio County Dispatch, they reported the man ran through a ditch and continued past.

Police said Stoy L. Bratcher called authorities to report his car had been shot several times while he was driving home from work. However, during an interview, Bratcher told police the Barnetts Station Road resident shot his vehicle as he passed through the ditch.

OCSO said a lack of evidence at the scene and on 911 recordings led them to believe the car was shot elsewhere. Police said Bratcher changed his story to indicate that he did not accuse the resident but that the car was shot as he drove home from work as he originally reported. Police said he offered evidence to back up his story from his cell phone.

Deputies obtained a search warrant for Bratcher’s cell phone and reported finding no evidence in relation to the shooting. However, deputies reported finding child pornography on the phone. After further investigation, a warrant was obtained for Bratcher’s arrest.

Bratcher was charged on warrants for failure to appear, first-degree unlawful transaction with a minor/illegal sex act/victim under 16 years of age, first-degree unlawful transaction with a minor/illegal sex act/victim under 18 years of age, use of a minor/under age 16 in a sexual performance, use of a minor/under age 18 in a sexual performance, promoting a sexual performance by a minor/under age 18, possess/view matter portraying a sexual performance by a minor, distribution of obscene matter to minors – first offense and distribution of matter portraying a sexual performance by a minor – first offense.

Ohio County Sheriff Tracy Beatty said the initial report of stalking and the shooting remain under investigation.

Bratcher is being held in the Ohio County Detention Center on a $10,000 cash bond.
