howard wanted by ocsoOHIO COUNTY, Ky. (8/7/18) — Ohio County Sheriff Tracy Beatty is asking for help locating a man believed to be involved wanted on an warrant.

OCSO said an ongoing investigation led deputies to the 1400 block of Scottown Road Friday afternoon. A search warrant was served at the location July 31, where deputies located stolen property, illegal drugs and drug paraphernalia. That led to an arrest warrant being issued for Chester Howard, said Beatty.

Beatty said while deputies were trying to locate Howard at the residence Aug. 3, they discovered additional stolen property in plain view and were able to obtain another search warrant. During that search, deputies also located illegal drugs and drug paraphernalia. They also located a female pit bull dog that had been penned up without food nor water and her seven puppies were discovered in the bathroom without food nor water. With an outside temperature was 93 degrees and no electricity in the home, the animals were promptly removed by OCSO officers and Kentucky State Police.

Beatty said Howard is facing additional charges as a result of the second search warrant.
